7/1/10: New Delta Stewardship Council Faces Many Challenges

One of the key elements in the water policy reforms that The Bay Institute helped draft and that were approved by the California legislature last fall was the establishment of a new seven-person Delta Stewardship Council. Charged with creating a new master plan for the Delta and determining if proposed local, state and federal management actions are consistent with it, the Council is intended to help integrate the activities of the many authorities and interests that affect land use, water operations, flood management and water quality in support of a common roadmap for the Delta's future. But like any new entity created by legislative compromise, the Council faces many challenges.
